President Hugo Chávez proposes five constituents guidelines to build socialism
(Bolivarian News Agency) - "An enabling law, a deep reform to the Bolivarian Constitution of Venezuela, the Morale and Lights national campaign, 'the geometry of power' and the revolutionary explosion of community power are the five constituent guidelines proposed by President Chávez in order to move forward towards the 21st Century Socialism.
In order to follow the well-marked path of the Constituent Power that awakened in 1999, the President of the Bolivarian Republic of Venezuela Hugo Chávez, proposed what he called 'five constituent engines (guidelines)' in order to move forward towards the 21st Century Socialism.
During his speech, and after being sworn in for his second presidential term, Chávez explained that the first axis provides for the proposal of an Enabling Law allowing the Government to legislate on the necessary areas in order to speed up changes towards socialism.
As the second axis he proposed a deep reform to the Bolivarian Constitution of Venezuela. Such reform will make possible the modification of some articles that could show ambiguities in the economic and political fields because of their writing.
The third Venezuelan Revolution's 'engine' is the Morale and Lights national campaign, which provides for a moral, economic, political, and social education campaign reaching schools, the countryside, endogenous centers, and other popular bodies or organizations.
Chávez called the fourth 'engine' 'the geometry of power,' allowing for a new way of distributing the political, economic, social and military powers around the country. He proposed to review the country's political-territorial map and build a system of cities and federal territories.
'This proposal represents an innovation in the search of something adapting much better to our reality and aspirations,' assured the Venezuelan President, who asked governors and mayors to analyze these systems of cities and federal territories that will encourage the communities' integrated development.
The revolutionary explosion of community power is the fifth constituent engine, which - according to the Venezuelan head of State - will depend on the success of former revolutionary axis in this new era of the public administration.
President Hugo Chávez urged the National Assembly, the Ombudsman's Office and all the powers to make a sustained and uniting effort in order to consolidate these five engines.
'We entered the era to build the Simón Bolívar National Project, which needed a solid ground. What we have done so far is to lay the ground in order to build the building: the Bolivarian Socialist Project,' he said".
