"Last 12 July 2007 the Government approved the 'exceptional Economical and Social Plan of Development for construction, refurbishment and repair of the education infrastructure in all the national territory' and from which a total of 136 schools will benefit for an amount of $128 million.

The Decree 5.432 published the in the official gazette No.38.731 of 23 July, informed, in its Articles 4 and 8 that the execution of the project would be assigned to the Ministers of Housing of the light Industries and commerce of the Foundation of Educational Buildings (FEDE).

On the other hand, Article 2 indicates that 'the works should be completely repaired, rehabilitated and finished the works to be contracted via the direct adjudication, and in compliance with the mentioned plan, in a fixed time no longer than 180 working days, taken from the publication of the present decree in the Official Gazette of the Bolivarian Republic of Venezuela' (.)".
