Chávez preparing new territorial structure for States and municipalities (VHeadline.com) - "President Chávez has stated his intention to modify with prior parliamentary approbation, Bolivarian Constitution, Article 16 regarding territorial ordinance.
There will be a new structure of states, municipalities, communal territories and a federal district (Caracas), as well as communal provinces.
The President says there are too many states, not to mention municipalities.
The modification will allow the creation of federal provinces, which will be made up of two or more states and/or part of their territories.
Provincial councils, the President suggests, could be created by a presidential decision through a Council of Ministers.
These changes are part of the fourth motor of the Bolivarian revolution, which is called a new geometry of power".
