(VHeadline.com News Editor) - "The Presidential Council for Communal Power has held an important meeting with 24 State communal councils in Caracas.

President Chávez attended the closing part of the meeting, insisting that the people cannot be displaced as the real protagonists of communal power.

The meeting, Chávez concludes, was useful in showing the real dimension of communal power... 'as facilitators and promoters, we must value and get to know it potentialities and deficiencies.'

Executive Vice President Jorge Rodríguez presided over the meeting, which was called to assess tasks and functions of state communal councils and the development of the fifth motor of the Bolivarian revolution, which is communal power.

The meeting touched three lines of debate:

Firstly, regarding the daily struggle in Venezuela to build Socialism

Secondly, popular organization in the government's missions or social programs, urban land committees and health committees as steps towards setting up communal councils and the United Socialist Party of Venezuela

Thirdly, the relation between constituted power and constituent power and relations between the two, administration of resources and the new geometry of power

During his closing speech, President Chávez called on people to defend Venezuela , its territories and waters and to wipe away everything that is corrupt, making an enormous effort to reach a social and community spirit in Venezuela ".
